30% Don’t Measure Platform Success At All, 24% Don’t Know If Metrics Improved. How Do You Justify Budget Without ROI?
I’ve been reviewing our platform engineering budget for Q2, and I’m staring at a spreadsheet with a lot of engineer salaries, infrastructure costs, and… no ROI numbers. Nothing. Just “developer satisfaction improved” from a survey we ran once.
Then I read the State of Platform Engineering Report Volume 4, and it turns out we’re not alone. 29.6% of platform teams don’t measure any type of success at all. Another 24.2% collect data but can’t tell if their metrics have improved. That’s 53.8% of platform teams flying completely blind.
My CFO is asking: “What’s the business value of this $2.3M platform investment?” And I’m realizing I can’t answer that question in terms she cares about.
The Measurement Crisis
Here’s what I’ve learned researching this:
Pre-2026 metrics aren’t enough anymore. Developer satisfaction scores, cognitive load reduction, platform adoption rates—these used to fly. Now finance wants ROI in business terms: revenue enabled, costs avoided, profit center contribution. The Register’s guide is blunt: “Platform initiatives that can’t quantify their impact often face defunding within 12-18 months.”
DORA metrics lead adoption (40.8%), followed by time to market (31.0%), and SPACE metrics (14.1%). But here’s the problem: my CFO doesn’t care about deployment frequency. She cares about whether we can launch features faster than competitors. That’s a translation problem I haven’t solved.
The data collection challenge is real. Even if you know what to measure, actually collecting it consistently across a fragmented toolchain without burdening engineering managers with manual reporting is hard. I’ve looked at tools like Jellyfish and Faros AI, but they’re expensive and require integration work.
The Questions I’m Wrestling With

What’s the minimum viable metrics set to justify platform budget to finance? Is it enough to show “deployment frequency up 3x, MTTR down 50%”? Or do I need to translate that into “enabled $5M in new product revenue”?

How do you measure “costs avoided”? If the platform prevents 20 hours/week of toil per engineer, that’s quantifiable. But how do you measure architectural decisions that prevented future scaling problems? Or security incidents that didn’t happen?

Is qualitative impact enough for early-stage platforms? We’re 8 months into our platform journey. We’ve shipped a golden path for deployments, standardized observability, and automated certificate management. Developers tell us they’re happier. Is that enough until we have more quantitative data?

Who’s responsible for collecting these metrics? Platform team? Engineering effectiveness team? Data engineering? In my org, nobody owns this, and it shows.
What I’m Considering
I’m thinking about implementing the DX Core 4 framework:
- Speed: DORA delivery metrics + perceived productivity
- Effectiveness: Developer Experience Index
- Quality: DORA stability metrics + code quality perceptions
- Business Impact: ROI and value creation
But even that requires instrumentation we don’t have today, and I’m worried about measurement theater—spending more time collecting metrics than improving the platform.
The Uncomfortable Truth
Maybe the real problem is that we built the platform before proving we needed it. We assumed “golden paths” and “developer experience” were self-evidently valuable. Now we’re backfilling the business case while CFOs sharpen their pencils for budget season.
