30% Don’t Measure Platform Success At All, 24% Don’t Know If Metrics Improved. How Do You Justify Budget Without ROI?

The Measurement Crisis

  3. Is qualitative impact enough for early-stage platforms? We’re 8 months into our platform journey. We’ve shipped a golden path for deployments, standardized observability, and automated certificate management. Developers tell us they’re happier. Is that enough until we have more quantitative data?

  4. Who’s responsible for collecting these metrics? Platform team? Engineering effectiveness team? Data engineering? In my org, nobody owns this, and it shows.

What I’m Considering

I’m thinking about implementing the DX Core 4 framework:

  • Speed: DORA delivery metrics + perceived productivity
  • Effectiveness: Developer Experience Index
  • Quality: DORA stability metrics + code quality perceptions
  • Business Impact: ROI and value creation

But even that requires instrumentation we don’t have today, and I’m worried about measurement theater—spending more time collecting metrics than improving the platform.

The Uncomfortable Truth

Maybe the real problem is that we built the platform before proving we needed it. We assumed “golden paths” and “developer experience” were self-evidently valuable. Now we’re backfilling the business case while CFOs sharpen their pencils for budget season.

2. Cost Avoidance

  • Engineering hours reclaimed: We automated 6 operational runbooks that were consuming 180 hours/month across the eng org. At $150/hour loaded cost, that’s $324K/year.

The uncomfortable truth? Your CFO doesn’t care about developer experience unless it connects to dollars. My advice: Start with one business outcome (faster launches, cost reduction, compliance), measure it religiously, and expand from there.

The teams that get defunded are the ones that speak in DORA metrics. The teams that get funded speak in business impact.

I’m going to push back on the framing here, because I think there’s a dangerous assumption: that platform teams should have to justify themselves the way product teams do.

Let me ask this: Does your finance team measure the ROI of your accounting software? Does IT justify the business value of Active Directory? Does facilities calculate the revenue impact of office HVAC systems?

No. Because they’re infrastructure. They’re necessary for the business to operate, and their absence would be catastrophic.

Platform engineering is infrastructure. The question isn’t “What’s the ROI?” The question is “What’s the cost of NOT having it?”

What Happens Without a Platform?

At my previous company, we didn’t have a platform team for the first 3 years. Here’s what happened:

  • 18 different CI/CD configurations across teams. When we had a security vulnerability in our build pipeline, it took 6 weeks to patch everywhere.
  • Zero consistency in observability. When revenue dropped 15% one morning, it took us 4 hours to figure out which service was failing because every team used different monitoring tools.
  • 22% of engineering time spent on undifferentiated heavy lifting. Devs building their own deployment scripts, managing their own secrets, writing custom health check endpoints.

Michelle’s approach works if you have a CFO who’s willing to listen. But in my experience, you’re never going to out-justify a cost center by translating DORA metrics into speculative revenue numbers.

Instead, position the platform as critical organizational infrastructure. The question isn’t “What value does it create?” It’s “What risk does it mitigate, and what capacity does it unlock?”

That said—if you’re in the 30% who don’t measure at all, you’re playing with fire. You don’t have to prove ROI, but you do need to prove operational necessity. Otherwise, you’re the first budget cut when times get tough.

Both Michelle and Luis are right, which is why this is so hard. You need both narratives: infrastructure + business impact. But I want to address the elephant in the room:

Most platform teams can’t answer this question because they don’t know what problem they’re solving.

  5. Finance asks for ROI, and there isn’t a compelling answer
  6. Platform team gets defunded or absorbed

Start With the Problem, Not the Solution

The teams I’ve seen succeed do this differently:

Step 1: Identify a specific, measurable pain point

  • Example: “New engineers take 3 weeks to ship their first feature because environment setup is manual and undocumented”
  • Example: “We missed our SOC2 audit deadline because we couldn’t prove consistent security controls across 40 services”
  • Example: “We spend $180K/month on cloud infra, but nobody knows which services are driving costs”

Step 2: Build the smallest thing that solves it

  • Not a “platform vision.” Just the one thing that fixes the one problem.

Step 3: Measure the before/after on THAT problem

  • “New engineer onboarding time went from 3 weeks to 2 days”
  • “SOC2 audit prep went from 6 months to 6 weeks”
  • “Cloud costs decreased 23% after implementing cost visibility tooling”

Step 4: Use that success to fund the next problem

The Measurement You Actually Need

You don’t need a comprehensive metrics framework on day 1. You need one metric that proves one problem got solved.

If you’re 8 months in and you can’t articulate what specific problem your platform solved, that’s a strategy problem, not a metrics problem. The 30% who don’t measure aren’t just behind on instrumentation—they’re building in a vacuum.

Here’s my advice: Pick one pain point that’s costing the organization real time or money. Solve it. Measure it. Then expand from there.

But if you can’t name a specific problem you’ve solved, you don’t have a measurement problem. You have a product-market fit problem with an internal product.
